Good work looking for information on the average germination time for oats to confirm your suspicion that the oat groats were dead. What rotten luck. It is possible that the seeds you started with were not capable of germinating. You mention that the oat groats were molding. So, too much water left in the growth chamber after rinsing the seed might have been the problem. Overwatering is very easy to do---ask any one who keeps houseplants.
